A future BCP (not Informational) draft on ACP operation could certainly
reference the ACP draft normatively.

But, I think you are worrying about the opposite, but the from/to in your
sentence is not clear:  That some operational BCP would have to be referenced
by the ACP draft, which would delay it.

My take it that the right answer is to just say less ;-)
RFC793 didn't tell us how to do congestion control, just that we needed it.
