This version has three changes:
1) clarify text that the voucher_status POST is MUST.
2) clarify text that the enrollment_status POST is MUST.
(Thanks to Rifaat and Owen for noticing that the text could have
multiple interpretations)
3) unmix the runs of the voucher-request, parboiled voucher-request, and
voucher. Captures from two runs were present, so the nonce did not match
between voucher-request+voucher and parboiled-voucher-request.
