I don't really understand why you might need a new protocol for this. It sounds 
like a very good application for the ANIMA model, and everything you describe 
could easily be expressed in GRASP objectives (synchronization or negotiation 
are both covered). You discuss this in Section 7.

On one specific point:

I don't understand that argument. In either case you need a listener, whether 
it's listening for a new TCP connection or a new UDP session. Actually it's a 
lot more work, in my experience, to write a UDP server because it has to do a 
lot of housekeeping that TCP does for you. I started designing a GRASP 
implementation over UDP but decided that it would not in reality be more 
efficient than TCP, because it would need extra logic at the upper layer to 
manage session state.

Also of course TCP gives you TLS, which I suspect is a lot easier in practice 
than DTLS. However, if you use the ANIMA infrastructure you get a full security 
solution without any extra work.
