Scipy is not part (yet) of the osgeo4w installer, so it is also not part of the standard QGIS installation. The best way would be to make a push and support the inclusion of scipy into osgeo4w and ask/support the qgis developers to make it a dependency (there are already other plugins that do need this library). See http://trac.osgeo.org/osgeo4w/ticket/312 Still it is possible (not sure) to workaround the problem, by installing manually scipy for python 2.7, go pick the right files and place then into the osgeo4w installation folder.
