Packaging dependencies is evil :)
So, do not worry if not all the options are available to all users: let's 
develop all
the funcions necessary using the most recent py libraries, and show the user 
only
what's possible with their system. As soon as the libraries will be available, 
the
full set of functions will become usable for all.

I suggest you to package the new version and make it available through the 
official
qgis plugin repo, so to enjoy early testing.
