There are several categorizing plugins. The AustESE group has one with a select list of "motivations" (https://github.com/uq-eresearch/annotator/blob/master/src/plugin/motivations.coffee) and we've developed one for Lacuna Stories, as well, that integrates with the Drupal taxonomy system.
