During the AfriNIC-11 meeting that just ended in Dakar, Senegal, the
following policy proposals were discussed with the associated outcomes.
- IPv6 Allocations to Non-Profit Networks
(http://www.afrinic.net/docs/policies/AFPUB-2009-v6-001.htm)

The AfriNIC community agreed, through consensus, that the author of the 'IPv6
Allocations to Non-Profit Networks' policy proposal should withdraw the policy
and instead work with AfriNIC staff and the AfriNIC Board for a possible
solution.
In line with the AfriNIC Policy Development Process
(http://www.afrinic.net/docs/policies/AFPUB-2008-GEN-001.htm), the policy
proposal is now in the 15-day last call for comments period. This period ends
on the 17th of December 2009.

- IPv4 Soft Landing (http://www.afrinic.net/docs/policies/AFPUB-2009-v4-003.htm)

The AfriNIC community did not reach consensus on the 'IPv4 Soft Landing' policy
proposal.
The following issues were raised during the meeting:
1. Change the reserve block size from /16 to /12 to have a bigger space
reserved;
2. During the exhaustion phase, the allocation to LIR should be of :
* minimum /24;
* maximum /23
AfriNIC can, based on the evaluation of the request, allocate the minimum or
the maximum.
3. There was a request from Mark Elkins to change the last paragraph of
the proposal as follows:
"None of these resources can be used outside of the African region"
to
"No more than 10% of these resources can be used outside of the African region - and
only then to connect back to resources within the African region".
In line with the AfriNIC Policy Development Process
(http://www.afrinic.net/docs/policies/AFPUB-2008-GEN-001.htm), the policy
proposal will be returned to the Resource Policy Discuss (RPD) mailing list for
further discussion.

- Amendment to the IANA Policy for Allocation of ASN Blocks to the RIRs

The AfriNIC community reached consensus (accepted) on the 'IANA Policy for
Allocation of ASN Blocks to the RIRs' global policy proposal.
In line with the AfriNIC Policy Development Process
(http://www.afrinic.net/docs/policies/AFPUB-2008-GEN-001.htm), the policy
proposal is now in the 15-day last call for comments period. This period ends
on the 17th of December 2009.
