It also appears to run properly when I run:

$ python /tmp/ansible-<>/command

So oddly it's just not getting the permissions and only doesn't work if 
directly invoked via the command line rather than via Python.

This is a Scientific Linux 5.9 box with Python 2.4.3 living at: 
/usr/bin/python
