sudo_exe is presently not configurable as an inventory variable. Pull requests for this would be entertained (I'd suggest the variable be ansible_sudo_exe), otherwise file a feature idea ticket at github.com/ansible/ansible -- though I will say the pull request has a much higher chance of getting dealt with sooner :)
