I was trying to point out that it seems weird that playbooks behave differently depending on where they are located. And these differences are more than just path differences. And that using the cwd in addition to the playbook basedir would remove these differences for lots of cases. But you're right that it wouldn't remove them for all cases because things could still not work if your cwd wasn't the same between executions.
