Yes, it's a playbook level include. It looks like the following:

---
- hosts: devserver
  sudo: yes
  tags: devserver, provision
  tasks:
    -  sometasks

- include: "../devsetup/provision.yml hosts=ci-container"

- include: ci-container.yml
