Where did you grab the tarball from?  GitHub?  If so then that would be
expected since the module repos are separate from the core repo, you only
pulled 1 of 3 required if you do it that way.

You can do it directly via pip with the following command:

pip wheel git+
https://github.com/ansible/[email protected]#egg=ansible

pip will handle updating the submodules and such for you.
