Not sure why this is failing for you but here's some things you can try

1/ Check you have run the setup script on your windows host:

 
https://github.com/ansible/ansible/blob/devel/examples/scripts/ConfigureRemotingForAnsible.ps1
(linked from here: 
 http://docs.ansible.com/intro_windows.html#windows-system-prep)

2/ Try checking the event log on your windows machine to see if you can see 
why connection is being refused.

3/ check the firewall configuration to ensure that it is possible to 
connect to port 5986 on your windows machine from your ansible controller.
