mustaches don't stack, to do dynamic vars you need to use hostvars:
- debug: msg="interface = {{item}}, address = {{
hostvars[inventory_hostname]['ansible_' + item].ipv4.address }}
with_items: ansible_interfaces
when: 'item != "lo"'
