When you are inside double quotes, you usually need double backslashes. 
 I've not used the ansible_env syntax but hopefully the following should do 
the trick.

- set_fact:
        my_login: "{{ ansible_env['USERDOMAIN'] }}\\{{ 
ansible_env['USERNAME'] }}"
