That is not a valid play, this is:
- hosts: localhost
tasks:
- subversion:
repo: "https://path/to/my/repo";
dest: /tmp/
username: my_username
password: my_password
please read the https://docs.ansible.com/ansible/ to get a handle on how
to write plays.
