Download the Ansible deb-packages, and Ansible 2.2.1 depends on these
packages so you would need to download them also.
$ apt show ansible|grep Depends
Depends: python-jinja2, python-yaml, python-paramiko, python-httplib2,
python-six, python-crypto (>= 2.6), python-setuptools, sshpass,
python-pkg-resources, python:any (<< 2.8), python:any (>= 2.7.5-5~)
