It's hard to get what your goal is... You mean something like this?
struct :
users:

uid: 2001

groups: grp2

limits:
- { type: soft, item: nofile, value: 65536}
- { type: soft, item: nofile, value: 65536}
- { type: hard, item: nofile, value: 65536}
- { type: soft, item: nproc, value: 16000}
- { type: hard, item: nproc, value: 16000}
