I'm all for the idea, since this way I wouldn't have to have my own modified Javac.java anymore, but you might want to rethink the include*RunTime defaults -- 1) having them be "yes" would eliminate the problem of this aspect of it not being backward-compatible, which I think would probably give your proposal a better chance of being accepted; 2) most people probably do want them added in by default (I don't, but I believe most people do -- otherwise, there'd be a lot more modified Javac.java's out there, and this probably would have been more aggressively addressed earlier on).
