There is no DTD. Several reasons, but a major one is that ANT is configurable at runtime (i.e., you can add your own tasks). The properties are not available at parse time.

I'm asking for something different. I would like to
know if the DTD for build.xml has been specified
in a formal paper. I would like to use this DTD with
Xeena (from IBM) to build easily build.xml files.
The problem of build.xml files validation is another thing.
So, just looking for a "build.dtd" file....
