there is spec/core.html thou mainly it is what has been discussed on list
and thus the only real place to find it is in list archives or ask us ;)

One of two. There is proposal/myrmidon and proposal/anteater. Both of them
are potential revolution/evolutions.

A little. AntEater as I currently see it doesn't offer any direct support
for different hosting environments and radical dynamicism - which is I
guess what you are asking about. You may want to check out myrmidon as it
was originally developed as a engine hosted in another environment.
Consequently it is very easy to interact with the task/target/project
engine. The framework it is based on (Avalon @ java.apache.org/framework)
emphasizes this.

It should .. or at worst there will be an xslt sheet that will
automagically transform from old scripts to new scripts.

Depends on what the community wants and how radical they want to be. I
would hazard to guess that it would be a usable beta by end of march and
released sometime after that.
