Mainly as Ant will be more than a build tool - it will contain reusable components (ie task engine, converters, bean-like introspectors). Hence it should be able to use ant in all sorts of different ways. This is not possible in Ant1.x but will be in Ant2.0 (at least hopefully) ;)
