It's parsed without a DTD simply by using a non-validating parser. There's a question in the ant FAQ about why there is no DTD or Schema - the jist is that because it's extensible, it's not possible to have a complete DTD for ant. There is (somewhere) a DTD that lists all of the default stuff.
