Contributed Sleep task

For those that are interested, here's a simple but useful task
that sleeps for a specified length of time.

We've used it to ensure that Tomcat has had time to
start and is ready to receive requests.

Parameters

Attribute	Description	Required
millis	length of time to sleep in milliseconds.	Yes, and the value must be greater than zero.
