Extensions to FixCRLF

I have written a task FixWhiteSpace which extends FixCRLF in a number of 
ways:

Allows CR as a line ending
Allows for any tab interval from 2 to 80
Allows for preservation of TAB chars in string and character literals
What is the ettiquette of submitting such tasks for consideration?
(P.S. I've just started using mail/news in mozilla.  My apologies if 
this arrives as HTML.)
