+ Using Cygwin, Win32 supports a real (GNU) chmod.  This task should allow 
(optional element?) Win32 users the ability to indicate that their environment 
has a real chmod rather than being disabled out of the gate based on the 
platform itself.

+ This is a very minor enhancement request.  Simple workaround is to exec chmod.
