[PATCH] new, improved version of , a task to manage arbitrary dependencies between files

Enclosed please find the source code, documentation, and Junit tests for 
both taskdefs/DependSet and types/FileList.

I believe the enclosed docs sufficiently differentiate FileSet and 
FileList, so that I did not see a reason to patch the FileSet doc.
