-projecthelp option doesnt list any projects if none are documented

"ant -projecthelp -verbose" will list all targets regardless of whether or not 
they have documentation. I guess we could detect the special case of zero 
documentation on any targets and then kick in the "display all" functionality. 
We could also give a nice big UGLY warning telling the users they should 
document their build file ;)
