Ant manual pages all have the same title

Thanks! Looks fine. Reopening just because some of the top-level pages were
forgotten; attaching patch.

Pages which are purely indices (list of links) hardly need a title, as they
would only be useful in the context of a frameset. These can be skipped during
JavaHelp conversion, for example, and I expect the same is true of other 
formats.
