Fork in javadoc is not needed if you added a security manager

Perhaps I misspoke.  I am currently in the process of moving our build from 
in-house tools to Ant.  The 
in-house tools used this solution -- I have not patched the javadoc task source.

I tend to agree 
that it is a symptom of a bigger problem.  I don't think the System.exit issue 
would only arise from 
javadoc -- it is just the most obvious.

Due to the lack of a patch to diff, do you still want example 
code uploaded?
