cvs task doesn't work on Windows 2000

The cvs task does not work on Windows 2000.

The following message is generated:
build.xml:30: java.io.IOException: CreateProcess: 
cvs -d :pserver:[EMAIL PROTECTED]:/somedir/cvs checkout Common error=267

I have the cvs.exe from the cygwin package and the command line as shown in the 
error message will work unmodified when run from within the same command shell.

I have tried with 1.4.1 and the nightly build from 15 March 2002
