I would assume so. They had a hard-copy "Special Print Edition" that has
an article on the winners and finalists, which seems pretty public to me.

FTR: JUnit did win for "Best Java Performance Monitoring/Testing Tool",
and Xerces won for "Best Java-XML Tool".
