Well, since I remove the formatting alltogether, I don't see why different 
locales are a problem. I could give it letters instead of numbers and it still 
would work.

IMHO using 0-1 range is better, since percentage implies that there is 
a "whole" from which you take a part, while 0-1 range is like "how near you are 
to boolean 1 or 0" with regards to a statement.
