AFAIK, in Scarab you can activate duplicate-check in a module. When someone enters a bug, he is presented with the list of bug reports that match the report he is creating.

An interesting aside: jGuru (which I'm associated with) has an interesting
feature.  When you ask a question there, it first gives you a list of
answers that might possibly be the one you're looking for.  You have to skip
past that part to finally submit a question to a forum there

Perhaps that could be a feature request for the Scarab folks that are
looking to build a Bugzilla replacement!  (ya listening Jon?!). Cannot
submit a bug until you've been presented with existing bug reports.
