The manual says:

behavior when no files match. Valid values are "fail", "skip", and "create". 
Default is "skip".

So why does it now print out:

JARs are never empty, they contain at least a manifest file

The attribute was not for use on jars that were going to be empty but rather on 
behavior when the given file set did not match anything.
So the message it now prints is bogus and contrary to the manual.
