Add a "prefix" attribute to ExpandProperties filter to allow limiting expansion 
to certain properties.

A few questions just so it gets documented here:
1.  Use case for limiting expansion of certain properties?
2.  How to limit expansion of multiple "prefixes"?
3.  Typically prefix has been associated with introduction of a prefix to the
    property being used.  So, a better syntax IMO may be:
    <expandproperties>
      <include startswith="foo"/>
      <!-- and possibly -->
      <exclude startswith="foobar"/>
    </expandproperties>
Since this is an enhancement request, this will be tackled only in 1.6Alpha.
