In a longer form, the tasks that are currently packaged in optional.jar and their external dependencies and reliance on the user setting things up correctly, i.e. jar files in the right place etc. The tasks should come with their own jars in place, or know how to download them if needed.

Seriously, this is MI3 because of various licensing issues, installation procedures, unarchiving, optional stuff and so on, moreover that would need a serious revisiting on versioning issues (tagging) even inside Jakarta.
Though that would not mean it would not be nice to have this...should it be for Maven. An XML file available via http so that an automated program could check automatically for a new version of a specific project would be nice but is IMHO outside the scope of Ant...it is very close but it's not its scope.

Centipede does it, and I assume Maven will soon for plugins, if it's not yet done.
If Ant can use the .ant.jars available, it would just be perfect, any tool could download as preferred :-)
