There needs to be some indirection from the namespace URI to the location of the resource. Ant could check a local catalog to match a namespace URI's with locally available jar and if that fails, could ask a directory service to provide an appropriate locator. If it was successfully downloaded, then it could be added to the local catalog. The local catalog would need some freshness dating to know to check the directory service to see if there was an updated .jar for the namespace.
