We don't do so for any other library either.
Furthermore I'd probably get annoyed if people shipped their own never-released version of Ant with some product and we get the support calls for a version completely unknow to us. Not that things like this would happen ;-)
Now replace Ant with resolver in the paragraph above 8-)
The better approach would be to prod the xml-commons developers to do a proper release of resolver.jar.
