This works fine, because SchedulerConfiguration.dtd lives in the same directory. However, XMLProperty can't load it. It gives: BUILD FAILED file:c:/devel/RelEng/build.xml:1544: org.xml.sax.SAXParseException: Relative URI "SchedulerConfiguration.dtd"; can not be resolved without a document URI. The fix is to let the parser open the file, rather than creating an InputStream.
