<env ...> doesn't work for junit tasks on Windows XP, apparently

When I use <env> to set the PATH for a junit task on XP, it doesn't take. ant -
v shows the setting, but the JVM does not find the DLLS. I will attach two 
runs, one failing using <env> and one succeeding PATH setup in the command 
window environment before the run.
