Yes.

I am setting path precisely in order to get around the fact that 
java.library.path is not helpful for dependent libraries on Windows in 1.4.

I might as well take the second path out of java.library.path, but I left it 
as a comment pointing toward some future time when the JVM might do the right 
thing.

I picked up 1.5.1 specifically because I thought that <env> would allow me to 
stop needing to set PATH in the environment outside of ant to make this work.
