One thing to make sure is that the all .bat files in the checkout are should be DOS files (i.e. not using Unix file endings). This depends a bit on your CVS client. In particular the bootstrap.bat and src/script/lcp.bat should be checked. I'm going to mark as fixed now. Can you retest and reopen if you still have problems.
