fileset: Empty "includesfile" selects all files in "dir"

Why do you feel the expected behaviour is an empty fileset? Since the inlcudes
file is defined to be 

"the name of a file; each line of this file is taken to be an include pattern."

an empty file is the same as no include patterns. A fileset with no include
patterns includes all files in the tree below the fileset dir.
