A POSIX standard tar command won't support file names longer than 100
characters. GNU tar as well as Sun's version decided to do something
about it - and both used a different solution. ISTR that the GNU tar
solution makes it incompatible with a later POSIX specification.
The classes in org.apache.tools.tar can create tar files that use the
GNU tar convention - as soon as somebody contributes a SUN version we
could ship two different archives.
