How to modify the default excludes?

I know that we can disable the default excludes for most tasks, but is there
a way to change it at the project level?  I would like to exclude vssver.scc
(Visual Source Safe) files from ALL my operations without having to
specifically add an <exclude> line to every fileset.

BTW, I'm looking for a supported solution.  I'm sure I could change it by
recompiling ant.
