One over arching masterbuild.xml file is what we're setting up to use.  It
allows interesting possible use of the <parallel> task, which speeds up the
build considerably.  (Especially when part of the build to javadoc
creatation!!!)

Why NOT create one over-arching project to manage the interdependencies? 
  That doesn't impact release management, if it's done right.
