I believe, and I'd have to check the archives to be sure, that the decision
was to open up voting to ant-user to narrow down the selections to the top 5
or 10, and then the committers would make the final decision. The main
thing is to get the submissions in, and we'll have to work through any
remaining issues with the voting rules between now and then.
If its open to ant-user (and I'm 99.9% sure that was the decision) then its
open to the world really. There will be a one week voting period (unless we
overload whatever voting system used!).
