Presumably <zipfileset> could be used as another alternative? I use this to put 
descriptors in the META-INF directory for an EJB-Jar, for example.

As far as I know, the <classes> element only copies .class files.  Any other
suggestions?

To put a file in the WEB-INF/classes directory using <war> simply use a 
nested <classes> element.
