This can also happen when there are dependent classes that aren't on the classpath.

While I wait for a solution to the problem in ant.bat I have replaced the
'if exist' statement with an unconditional goto.

Now I get:

Exception in thread "main" java.lang.NoClassDefFoundError:
org/apache/tools/ant/Main

So I assume that the classpath is wrong.  However there is nothing in the
installation instructions about setting the classpath.

Personally I think there is a problem with the installation instructions.
